Cast speed vs ability cooldown????

If an item reduces the cast speed by 5%, does this have any impact on the duration of the ability cooldown?

e.g. if a skill takes 30 seconds to recharge, does it get reduced by 30-(30*5%)?

Cast speed has no direct effect on cooldown. Cast speed is attack speed for spells, it’s how fast an animation for a spell plays.
