I got 18% CDR but it says the low value is 3 and the high value is 5

That’s the shields base value, it doesn’t take the prefix into account.
it does correctly take into account both prefix and suffix for the dmg roll tho 
If you are going to do ranges, you really have to take the affixes into account, or it will be quite baffling for players
