Children don't grow up

Didn’t get any new workers (except those few moving in) so started tracking a 14-year old child. After more than a year still no age increase.
Currently 10 middle age, 34 grown-ups, 8 teenagers, 28 children and 9 infants. (sorry if wrong wording, was playing in Swedish). Neither infant nor children category was shifting. Only thing showing a change on those were when they graduated school.

Note - they do grow up but maybe after almost 2 years of being 14. Seems slower than intended.

they do takes sometimes to grow up. I have over 100 teen, they grow up 3-4 at a time. sometimes a whole year I could get about 6-9 workers out of 100+ teen. they indeed slow grow.
