Try checking that on your laptop (and PC just in case) that you still have cloud saving enabled in Grim Dawn’s options as well as in Steam.
Try checking both locations, local and cloud folders, for the up to date char, Locations in my thread you’ve already looked at.
Finally, and I know this doesn’t help regards the convenience of Steam cloud saving, Stop using Steam cloud as it doesn’t always work for everyone, and either copy your local saves onto a usb stick to transfer between your pc and laptop, or use any form of cloud storage (onedrive, google drive etc, etc) to backup the saves to so you can access them from both your pc and laptop.
When I get onto my PC later today, I don’t want to make any mistakes and lose my progress. Having said that…
This is what I think I need to do (I am looking for guidance here):
Copy local folder.
Save local folder onto USB stick.
Login to GD.
Check to see if progress was saved on cloud.
If not saved onto cloud… what is the next step?

I have logged in today (obviously) and I am not sure if the cloud has taken my character from my laptop (without yesterday evening’s progress) and saved that now to the server.
I have a horrible feeling this isn’t going to be straight forward.
First off and before backing up folders, you need to be aware that the saves are in 2 completely different locations all depending on whether you are using Steam cloud or local saves.
Char save locations. These are the default install locations, if you have installed steam elsewhere then please navigate to the steam folder there.
With Steam Cloud enabled
C:\Program Files (x86)\Steam\userdata\folder of numbers\219990\remote\save\main
Local saves not using Steam cloud
C:\Users\username\Documents\my games\Grim Dawn\save\main
So there’s no point backing up the local save folder when using cloud saving as the saves are in a different location.
To back up not just your chars, but all your stash, blueprints etc, you need to backup the entire \save folder and all the contents.
So first off check whether you do have Cloud saving enabled in Grim Dawn and Steam’s settings on both pc and laptop.
Check which has the most recent save out of your laptop or pc.
If you want to keep using Steam cloud saving and just backup your most recent saves to a usb stick or whatever just in case the cloud doesn’t work then simply copy the \save folder from the Steam cloud enabled location given above and use that to bring the other machine up to date each time Steam cloud doesn’t automatically update it.
OR
Without using Steam cloud saving.
Move the \save folder from the Steam save location to the Local save location.
Back that up.
Disable Steam cloud saving in Grim Dawn’s options.
Then back up the local saves when finished playing on whichever machine and transfer to the other machine to have your current saves matched up on both machines.

Went home last night and the cloud had saved my progress from the last time I had played on my PC.
All good.
I did some testing back and forth on my PC and laptop on my home internet and it seems fine.
Not sure if some networks might be disagreeable with the cloud.
Anyways, it seems to be working as intended.
Anything further and I’ll post again here.

I will be saving the ‘save’ folder (from the Steam folder) onto a USB drive from now on when I exit my PC.
Still undecided about disabling the cloud server.
I know I’m treading in murky waters here… see how it goes with that decision.
Well, so long as you back up your files regularly you should be okay. But if you eventually want to use one of the storage utilities like GDStash or Grim Dawn Item Assistant both of those don’t work as well with cloud so you’d probably need to change over to local saves for the best result.
