I guess it’s a good idea to have celestial skills bound to skills that activate as much as possible, and those that proc off attack on low cooldown as possible. Three questions about that:
Does that celestial skill which lowers cooldowns of active skills currently on cooldown (can’t remember name) stack with other CD reductions, and does it lower its own CD?
Are there any other global CD reducers (items or so) that I can look for?
Is it halfway smart to get some (any, random) skill generated by an item with no CD just to proc my celestial off if I have no decent low CD skills?

Stack with other cooldown reduction - yes
Lower own cooldown - don’t believe so no
Others - there are a few relics with similar effects on crit and also a caster offhand.
If I recall correctly, CD’s on devotions cannot be lowered.

Procs, that lower active skill cooldowns, work only for ACTIVE SKILLS. Passive procs and constellation procs are unaffected. Since skills that reduce “active skill cd” are passive or constellation procs, they dont reduce their own CD.
And they, they stack with each other and with CD reduction (and are affected by CD reductions, if they’re constellation procs).

I’m not used to such massively ubiquitous cooldowns for pretty much everything, I’m used to other constraints (usually controlled via mana / energy).
So on a related note: Is casting speed then really that important? Not sure what I gain from investing in it, even as a caster, other than for the few skills without cooldown.
Depends entirely on your build. If you are spamming PRM or Blackwater cocktail or similar then yes, massively important. If you are slinging Skyshards or doing poison cooldown…not so much.
If your build is meant to spam spell, it’s a direct DPS upgrade. For example, for my 2-h Forcewave Witchblade (yes, Forcewave is a SPELL). On other hand, if you play the same Forcewave with full Octavius set (and focus on bleed/internal trauma), you wont need cast speed much, cause you will be “limited” by cooldown anyway.
