To be precise there are no blueprints for these daggers and the only way to craft it is to try your luck with Celestial Smith in the Tyran’s Hold Dungeon.

IMO, not terribly worth it, but it’s also not an awful idea. It costs rare crafting materials, so… You might find the legendaries you’re looking for while farming for those materials.
Yes, he gives you the chance to craft it. Celestial Smith provides a uniq service - to craft a random legendary item from a given category: melee weapons, caster weapons, armor and etc. He can’t craft an item in the following cases:
- The item has a blueprint and hence can be crafted by other blacksmiths.
- It is incribed item - like Decree of Aldrich scepter or Stormheart sword.
Based on my experience drop in GD is totally random - you may get required item in a short time or you may spend a lot of time farming it. I remember how I tried to farm the legendary axe for dual-weapon buid - it took a lot of farm-runs. When I switched to another two my builds - both got this legendary axe twice in one game session.
P.S: Regarding Celestial Smith - I was lucky enough to craft required caster weapons both times when I visited him.
I tend to farm MIs, myself, and leave it at that. Nemesis when I come across them, but… Other than that, MIs(Including Boss Legendaries), are all I go for. Generally I end up with rare mats, I could use the Smith… I just don’t see a need, I’ll use those mats for something with a blueprint eventually. MIs, however, can’t be crafted, and generally you run into Heroes and Bosses as you do it… So you get fair legendary drops anyways.

I also tend to farm items myself. But sometimes if I can’t get for a long time specific item required for the build heavily depending on it, I use Celestial Smith service. It gives me opportunity to start playing this build ASAP before I will lose interest to it. In other cases I leave things as it is. In general farming Nemesis and Bees for blueprints and epic/legendary items is enough for me.

Why dagger are not considered as melee weapon?
Also is it better to do the random craft in ultimate rather than elite or he does not matter?

I have no idea why daggers are classified not as melee, but as caster weapons in terms of Celestial Smith service (some of daggers like Venomlash can obviously be used in melee).
As for the second question - as far as I know there is no difference between random craft on elite and on ultimate. The item properties values may depend on character level, but I am not sure for it - my character that used this service was 85 lvl.
