Question then. If it uses the offhand with zero weapon damage. Does it still apply the adcth? I would think so, since it technically has weapon damage, it just happens to be 0, right?

Yep, adcth works fine. Only weapon damage on weapon itself is 0. Weapon damage from other sources (devo, buff skill, aura, armor) is effective, and so do offensive effects (life steal, RR from viper, RD from Open Hand of Mercy).
