Do Maelstrom procs trigger Raging Tempest’s resist reduction?

The only answer I could find is from 2016;

Has this been changed or is this mechanic still the same?

Maelstrom is a separate attack cast by Wind Devils. The RR is applied by the Wind Devil’s aura.
