Will increasing desireability increase the number of settlers per group, increase the number of groups, both, or do nothing to bring in more settlers. I know it keeps settlers happy once they are there.

Idk if it is ever explained somewhere, but there are a couple factors that directly affect the imigration rate, such as desireability itself, luxury production, education, food supply and hospital.
Keep them constant the most.

Surprisingly in some occasions, Immigrants started to come in once decoration has been placed.
Keep an eye on it. Somehow it attracts them.
I have noticed with the recent changes (undocumented?) to immigration, having an excess of food, available housing, and increasing the desirability of your residential areas all seems to play a part in ‘enticing’ people to move to your village. Try it out and let me know if you see spikes of people moving wanting to relocate.
