I think that Devastation, like other 50p skills, is hampered by the fact that it is at 50p and thus has no additional nodes for enhancing it.
On paper it sounds great, “Oh I only need to drop 16 skill points into this skill for it to be maxed out!”
But in reality it’s still balanced like it’s just the first node of any other skill. Only you don’t have the rest of the nodes to boost it up (With stuff like increased projectile AoE, additional projectiles, reduced target area, extra damage, reduced cooldown, extra duration etc)
Instead you have to rely on items to provide all the things that you would have otherwise gotten from nodes.
Which not only makes the base skill feel mediocre, but also limits its scaling since unlike other skills that have both the extra nodes AND item modifiers, it’s just stuck with the items. (And unlike say, Doom Bolt, you don’t have like 90% of the Chaos items in the game boosting it to high heaven)

There is a lot more nuances that affect why devastation feel bad.
There was a comparsion of Devastation with blade spirits and reap spirits - both of those skills to me excel at what they are supposed to do, while devastation being okay-ish skill at best (atleast until lategame) and terrible skill at worst.(aka monsters forced you to run)
This. One of the main things I don’t like about FoA is slapping Onslaught on random items/skills and not just keeping it locked to Berserker as a unique mechanic.
Reminds me of how they ruined Diablo 2 with rune words and allowing every character to spam teleport everywhere with Enigma instead of it being unique to the Sorceress.
