Devo bound to MH item weap comp skill can't proc if same skill is in offhand

using Seal of Corruption in both MH and OH, with Korvaak devo bound to the right hand granted skill (as shown by both devo and skill bar UI) right hand Corruption can’t trigger korvaak as long as OH corruption is equipped
if assigning devo to OH granted skill it will trigger fine regardless if MH is equipped
