Is damage from devotion procs get converted?

Do skill damage conversion from items effect conversion if the proc is attach to the skill?

Does global conversion apply (I assume this one does)?

Yes.

Does a proc get converted when you have an item modifier (for example) that converts only one skill? No it does not.
