just finished campaign on normal yesterday and have around 27~ devotion points. when i go to elite, will all of the shrines ive already grabbed on normal not give me devotion points, or is it a complete reset and i gather another of the 27 points even if they are the same shrine?
world resets, so shrines and quests etc is available once again, and yes same shrine will give devo point since they are their own

Yes, they reset and you can get more points from them. Max if you just have the base game is 50, if you have the expansion/s then it goes up to 55. You can continue to cleanse them after you get max points for loot and XP if you want to, but they won’t give more devotion points once you reach the max number.
Depending on what you have of the game there are more shrines on Elite and Ultimate if you have the expansions. If you have just the base game then there are fewer on the higher difficulties. And I can tell you whatever you have you’ve missed some on Normal.
