difference between x resistance reduction and x% reduction resistance

One is additive and the other (%) is multiplicative.

To further expand on Ceno’s response, the ‘x reduced resistance’ is the additive modifier. If you have ‘10 reduced target’s resistances’ and the target has 80% resist, the target will have 70% resist after the reduction. The ‘x% reduced target’s resist’ type modifier is multiplicative. In the same scenario the target would go from 80% resist to 72% resist (because 8 is 10% of the target’s initial resistance of 80).
