v 0.9.5. Among the special chests found around the map, three of the ones I have opened, operating at Tier 2, yielded Heavy Tools. Yet in my overall inventory of “Settlement Items,” only one has ever appeared. Never saw the other two that were in the chests. The only Tier 2 item that requires Heavy Tools is the mill. I have not yet built a mill because I have not yet grown any grains. I have not sold any Heavy Tools. They just disappeared, or more to the point, never appeared in my town’s inventory.
I got one yesterday, no others appeared in the next two, had to buy one to get my Blacksmith shop built.
