Distortion and similar skills with modifiers that don't seem to apply to the skill

Distortion adds +% to fire damage. PRM has no fire damage besides the 1/3 of Elemental damage that is fire. What is the deal with this skill and others like it? Does it only modify that 1/3 of the elemental damage, or does it somehow affect all fire damage attacks? And if so, since PRM is instantaneous and has no duration, then how?

It modifies the Fire Damage that is part of the Elemental Damage of the skill.

Thanks. Seems pretty weak then. So is that the general rule for skills, that modifiers in that skill line only affect their own skill? I assume the exception would be something like Solael’s Witchfire, which explicitly affect your default attack, but does Second Rite then also affect your default attack, or just the base damage of Witchfire itself? And, does this rule hold true for something like Sigil of Consumption? Meaning, does it only heal from damage done by itself? Or from any damage done in it’s radius?

Buffs and active skills are treated differently. All buffs apply the %damage to every attack that has that damage type, and adds flat damage to weapon attacks/skills with weapon damage. Active skill lines only apply to that specific skill. So Destruction will only modify Sigil of Consumption, and the life leech on Sigil only applies to the skill itself.

OK, but does Destruction damage also contribute to the life leech? I would think yes, but the mechanics of this game can be tricky, it seems.

EDIT: “All buffs”? I know that many do buff all attacks, but something like Solael’s only affects the actual weapon attack, correct? So for example on my Pyromancer it would buff my pistol attack, and possibly Fire Strike if bound as default attack, but not something like Blackwater Cocktail right?

I honestly don’t know if destruction gets life leech too. Buffs apply to all skills, not just weapon attacks. I’ll use your example to demonstrate. Lets say you have the entire Blackwater Cocktail line maxed and Solael’s and Second Rite Maxed too. BWC has no weapon damage, so none of the flat damage is added. BWC uses cast speed, not attack speed. BWC has some chaos damage, which Second Rite will boost.

The life steal will apply to all damage on the skill and its modifiers. That includes the damage from destruction.

Awesome. So on my Fire/Chaos Pyromancer, Second Rite will buff Destruction, and give me decent life steal from the Sigil.
