mythical speaker for the dead has -10% vitality resistance to ill omen, and greaves of ill omens can proc ill omen, so does the skill proc from the shoes get -10% vit resist bonus from the book?

No, the skill proc is separate. Only the skill from the Necromancer mastery is effected.

if I cast ill omen, will it stack with the skill proc from the shoes, or only one applies???
