This is a huge net nerf for the Relic that was only really that widely used on Physical builds to begin with.
Doom used to have %armor in the first place, can it have its armor back now?
Also another suggestion: add %piercing damage to it. It will be a great option for a lot of Pierce Soldier builds which are currently in a less than ideal place.

and considering the wide use Soldier gets, even in memes, i’ve long thought of perhaps one of the high tier soldier relics gets %all dmg on instead of phys?
would also fit with squad tactics “thematically” 
Agree with armor back.
I too wish the Doom relic would also support other damage, though in my case I want it to also has fire and burn % damage. Also Soldier relic is still the only one that has chance to get “+1 to Blindside and Internal Trauma” or “+1 to Internal Trauma and Blindside”
