DPS tooltips

Do the DPS tooltips account for damage types that ignore armor? Or is it simply a gross DPS measurement?

It’s…both.

Everything other than Physical ignores Armor. DPS includes all of your damage type but does not factor in enemy

Is there anything that will display the minimum magical/pierce damage a weapon will do (disregarding resistances of potential targets)?

On second page of your character sheet, hover mouse on the attack damage and it will show breakdown components. That is more accurate, DPS is a bit awkward as the calculation does not include resistances and reduction
