Just imagine combining the proc of “Hood of Dreeg” (20% Cast speed +100% energy cost reduction) with time dilation -> e.g. insane spamming shadowstrike. Have not tested it myself yet. Feel free to share results if you have tested it.
Also: will time dilation reset the hood’s skill?

Yes, it has been done. I have tested all possible TD combinations in the game by now and both SS-spam Spellbreaker and WH are massively overpowered because SS is a massively powerful skill that scales exceptionally well and is available to your character at lvl 4. If you want specific results… it is something like 5 sec Fabius on a bad day.
Furthermore, unlike all other TD builds possible atm, the SS-spam variant is not gated behind legendary sets or specific item combinations. In fact, you can rush it in early elite, use a Nightshade’s reach (for the WH) and trivialize the game until you get 2x Mad Queen Claws.
P.S.: It won’t reset the cooldown on the items but is still obscenly strong with SS.
Dumb question: TD stands for time dilation? What is that? I did search the forums a bit with the intend to post my findings here, but gave up. Also, quite random but to quote Goldie Hawn (ikr), “Dumb is beautiful”.
A Tier 3 constellation which in theory should have helped cooldown casters be viable. While it did help some of them (i.e. warlocks) and made some horrible skills temporarily attractive (read: Doom Bolt and Bloody Pox), it also generated some free riders in the form of SS-spamming Spellbreakers and Witch Hunters. These classes were already borderline OP because they had exceptional single target damage, massive debuff capabilities as well as strong AoE (unlke the Blademaster).
Meanwhile, the Grenado skill costs almost 2 times more than SS, deals 10 times less damage, scales horribly and is notoriously hard to itemize for. Not even TD could save that. I would say something terribly wrong happened along the way here…
