Duplicate Rare drops

I keep getting multiples of the same rare items. some times even in the same play period. same exact stats even from vastly different level mobs.

I.E. my 50 gets the same drop as my 75 with the same stats. So if this is normal then should the items not scale with the player

When you say rare items do you mean ‘rare’ (green name)? Or do you mean legendary?
Legendary items don’t scale with the player. The rare sufix and afix should be changing, upgrading stats, with that big of a level difference.
