Hi, this is my newbie build. Basically elemental damage on dual pistols, plus various buffs.

One difficulty is that the “on attack” devotions don’t work out well-- Elemental Seeker (100% chance on attack) is stuck with Burning Presence (or one of the other two dual pistol elemental procs), which has only a 20% chance of proccing.
Any advice please?

Do you use Shard of Beronath?
It will boost your attacks and make you able to proc from standard shots as well
(I assume you have good attack speed)
Elemental Storm on Inq Seal doesn’t seem optimal to me.
I recommend Storm Spread for it - it’s very good. Each projectile has a separate proc chance.
(with high attack speed I proc it instantly on a single dummy in Homested at mid range)
. Or Default Attack from Beronath’s Fury if the former doesn’t work.
For Arcane Currents Beronath’s Fury. Chilling Rounds worth to be tested because it has 3 shots (even 4 from with dual Pistols from what I’ve read) so you could test on a dummy if it’s ok for Arcane Currents with your attack speed (each shot has a separate proc chance).
For Elemental Seeker Storm Spread is a waste I think because it has 100% proc chance anyway and doesn’t benefit from additional chances from Storm Spreads projectiles. People usually put it on Word of Pain / Storm Box but if you don’t like using additional skills test Inquisitor Seal and Bursting Round how they proc it.
Elemental Seeker skill recharge matters I think because if for example Word of Pain / Inquisitor Seal tick every second and the cooldown is 1.2s will it proc only every 2 seconds? But if your CDR is low enough so that the cooldown is lower than 1s will it proc every 1 second? 
Or maybe these spells tick every 0.5 seconds and Elemental Seeker recharge matters less?
All in all I think devotion proccing always needs to be tested out with a completed character but you can use what I’ve written as a source for thoughts.
I would rate the ‘shooting’ proccers as follows:
Beronath’s Fury > Storm Spread > Chilling Rounds > Bursting Round

There aren’t any items cos I’m just starting out a new char, and I’m not very familiar with what’s out there. I can make a Shard of Beronath with another char I have.
You might want to take a look at the Luminari Regalia if you’re starting out. It’s pretty easy to get a hold of being an Epic set and fits the character you’re going for pretty well.
