I was thinking about a weird build. Blade Spirit have independant cooldowns for Devotion effects, so by bounding Elemental Seeker to BS you could have 8-10 wisps at a time. Possibly add to that 3 wisps from Agrivix’ set.
What do you think?

It should still be possible to maintain an average of 7.4 wisps at a time, given the following:
- 5 pieces of “of the Gildam Arcanum” gear
- >=50% CDR
- Elemental Seeker bound to a skill with <=131% attack speed or cast speed and a “normal” animation speed (where 100% speed = 0.5 second delay).
The reason it is 131% and not 166% is because there is a maximum deviation in attack delay of either ±0.08 second or whatever ±10% attack speed is (I’m not sure which one). 131% is the “safer” figure.
EDIT:
I just confirmed with experimental evidence that the maximum deviation is indeed 10% speed. So you can have 156% speed if you want. That would yield an average of:
5/((1-0.95^5)/1.56/2+(1-(1-0.95^5))/1.56) = 8.8 wisps
