The skill deals damage every 0.2s not every 0.16s. Credit to Acedia.
That’s probably the slowest interval rate it can have. Tooltip clearly states that “at 100% AS it will do dmg every .16s” So .2 is probably what it does when your AS is below 100%. Using a 2hander early game for example without AS bonuses will put you under 100% AS.

0.16s is correct. You’re not accounting for base speed increases on the PC dbr.
