I’m pretty positive now that this is not related to file corruption or anything of the sort, but I want someone to check their illusions just in case before reporting this as a bug.

anyone know why ranged expertise perk is not allowing me to dual wield?
It definitely should. It’s only for ranged weapons, so keep that in mind.
And you need to have a point spent in the skill to gain the dual wielding of pistols
