Stormbearers boots are usually not the first boots choice for Fire/Lightning builds unless they need those Maelstrom points. Reason is that their stats are not that unique and exciting. They have retaliation damage but overshadowed by Stormtitans that also have bonus to “all retaliation”.
My suggestions is that Retribution bonus should be moved to Stormtitans and changed to something else (maybe Righteous Fervor or Tenacity of the Boar) and Retaliation damage changed to any CC-res, except Stun (because Stormtitans have it). Slow res would be a perfect fit.
Proc could also be adjusted as well (rta removed and values upped). Maybe make it a Fire/Lightning proc since boots are Fire/Lightning.
but will you ever choose them over boots with the % bonus to all retaliation damage for a retaliation build? Or maybe you know retaliation builds that use them?

Between Stormbearers vs Stormtitans for raw Retaliation damage, you’re looking at +2 to Retribution, a bigger top end on flat Lightning Retaliation and more damaging proc vs +40% all Retaliation damage. Seems like both have their niches already, Stormbearers look to be more offensive for Lightning Retaliation while Stormtitans are more defensive.
I get that you’re trying to separate them out so that Stormbearers are for generic Fire/Lightning builds and every Lightning Retaliator can just go to Stormtitans but I’d say both as of now have their own perks that there’s a reason to choose either.
