That is very easy to find, it drops by two mobs:

One in East March https://www.grimtools.com/monsterdb/266/skills

18% drop chance, should take you maximum 4 or 5 runs to get it.

i have around 100 runs on the one in smugglers pass without a drop ….

sounds like either a bug, or you have already learned that blueprint? Try check blacksmith again.

chance of NOT getting that BP after 100 runs is 0.82^100 = 2.4 * 10^-9
