From what I know, the ability “Flame Torrent” scales with player bonuses.
Does this mean that if I were to set a pet to proc it, when it procs, the damage it does, even though it damages those around my pet, will be based off my stats… correct?
Depends on the kind of pet - if it’s bound to pet-scaling pets (i.e. Hellhound, Briarthorn, Skeletons etc.) then it scales with pet stats and bonuses to pets. If it’s bound to a player-scaling pet (i.e. Inquisitor Seal, Thermite Mine), then it scales with your stats and bonuses to you.
Are you positive? I thought it scaled with player damages either way. For instance: If I set it to my hellhound, it would then be based off of its pet damage?
Devotion scaling is tied to whatever entity triggered the Devotion. This has several repercussions.
If you attach a Devotion proc to a player-scaled-pet, the Devotion proc will use whatever scaling it’s based off of based on the player’s relative stats. That is to say, a Pet-scaling-skill attached to a Player-scaling-pet will scale with +% Pet Damage on the Player; a Player-scaling-skill attached to a Player-scaling-pet will scale with the Player’s % Damage bonuses.
This gets trickier when attaching things to actual Pet-scaling-pets, but the same concept applies.
Attaching a Player-scaling-skill to a Pet-scaling-pet will scale it off of the Player’s % Pet Damage, which is affecting the Pet in question that the devotion skill is tied to. However, if you were to attach a Pet-scaling-skill to a pet-scaling-pet, you’d find out the hard way that pets do not have pet bonuses; some skeleton you summon does have innately have some “Bonus to All Pets” stats, and ergo it will not boost things that it itself summons that are pets. This is precisely why such a thing is impossible; you might notice that all “pet-scaling” summons in Devotion cannot be attached to skills that are themselves “pet-scaling”.

I’m linking the devotion skill Flame Torrent to Hellhound so when it attacks, it procs Flame Torrent. What does FT scale with?

Which got me wondering, would Reap Spirit proc it with both player and pet damage? And would it then scale with both, one at a time?
The pet scales with pet bonuses, so only pet bonuses. The beam you cast is player damage.
Player damage only. The pet is treated as an extra part of the spell. Mentioned in this thread.

Reap Spirit and Bound Wraith (the pet summoned when reap spirit hits) are treated as completely separate skills. So binding a devotion to Reap Spirit will let you trigger the devotion, but doesn’t give your Wraith a devotion proc at all. So if you bind Flame Torrent to Reap Spirit you’ll have 100% chance to trigger flame torrent every cast, but your wraiths will never trigger flame torrent at all.
I was terribly crushed when I tried this with a Diviner…
But the fact it has a 6 sec base cooldown yet it’s actual cooldown goes under 1 sec makes it incredible at proccing a whole bunch of other devotions imho.
