Flat retalation damage with a range (x-x) or %chance to apply on retal dmg to attack

I am curuios how those types of retalation are functioning in regard to retalation damage added to attack mechanic.
For Example:

Reckoning Relic states: 50% chance of 1150 physical retalation damage
Does this even count torwards retal dmg added to attack? I guess yes, right?

Some items, cannot name them atm, have a range like 400-1200 retalation damage. I bet it counts torwards retal dmg to attack, still unsure.

Both are added to RATA, yes. They behave and trigger like regular damage of the same description (X% Chance of 200 Lightning Damage, 1-200 Lightning Damage)

Thanks. So i then can be sure that there is no flat retalation out there, of any type, that will not count to RATA.
