Game will not start, goes to black screen - Steam version

I decided to reinstall this and check out the big update, even picked up one of the Xpacks for it. However, my enthusiasm is quite diminished given that the game will not even start. At first when starting the game it went straight to black screen with the hourglass cursor. Never crashed just sat there, never showed as “not responding” in the task manager wither. It would just hang on the black screen with the hourglass. I looked around on the Steam discussions and the forums here and saw to try the repair function so I did that. Now it opens a smaller launcher window which also shows a black screen with the hourglass cursor and eventually changes to a white screen and says “not responding” and then just stays that way. Regardless of what launch option I use it is the same result, the game will not start. I am using the Steam version. I played the game years ago on Steam, now it doesn’t seem to want to work for me. This is the only game on my system that is doing that. Rather disappointed.

Suggested fixes I have tried that have done nothing:

1. running the game as administrator for the various launch options
2. creating shortcuts of the 32bit and 64bit exes to try and run the game
3. running the repair tool in the game folder
4. verifying the files through Steam
