You mean why is it restricted to offhand builds? I would assume it’s for balancing. They can do things when making 2H weapons that they couldn’t otherwise, or some such. Might just be thematic though. Only Crate could be certain.

Surely, as restricting a 2H weapon from using a skill that has no % Weapon Damage and ergo would scale the same regardless of the weapon type is definitely an act of balance.

AAR and Devastation have long irked me for their weapon (focus) requirements. Wouldn’t expect it to change, as it hasn’t since I started complaining about it in 2014 (when the Arcanist released).

Item requirements on skills rarely exist specifically for balance purposes. The two most common reasons are to restrict abilities to a specific build archetype, which you can conflate with balance but that isn’t primary function or actual technical limitations. Abilities like devastation make up the former.

Devastation being locked behind off hand weapon limitation is for balance. Two handed weapons need a buff but allowing them to use devastation would result in another pointless balance pass so keep things as they’re right now

Yes, because Devastation isn’t already absurdly strong and shouldn’t be nerfed again unless it were allowed to be used by 2H.
