i think @SkullsandSuits means that the text before the rate is wrong - it would be more accurate if it says Occupied parcels instead of remaining
i have 50 people died in my settlement and counted the gravestones to backup the statement - thats because ingame there is nowhere to find a statistics about deaths beside the tooltip of the graveyard.

Yours are correct since its exactly half full, so 70/140 is 70 deaths, 70 remaining spots, making the statement correct.
If however the graveyard is not half full, the statement is incorrect.
