These boots were from a time when it was significantly harder to get stun resistance and the %elemental damage on them allowed for a decent amount of flexibility between damage types.
They have been noncompetitive for a while now.
After the phys res changes, boots without phys res must be doing something very powerful to make up for this deficit
Stun res has become one of the easiest page 3 resists to access
The boots do not support elemental dots
While pack CC can be welcomed in higher SR shards there are still situations where the confusion is annoying, even after the CC pass (bit of a mixed bag on this one imo)
Other boots that support in-mastery RR align with the %damage on the boots. These do not: Death sentence does not grant elemental or vitality RR
With esoteric skill bonuses, no phys res, and generally weak stats these boots have vanished from the meta and I cannot personally remember a time where I had even bothered to read the rolls when it drops in-game before dynamiting them.
to hardcap soulfire (and not even sure those boots are the optimal itemization even for that )
that’s when i used them last, ages ago/revisited on blazerush update, and is about the only time i remember actually ever using them deliberately
the only “recent” build that shows up in GT search is Marcus’, which surprise is an EoR build too , a 9.8 updated for 1.2.0.2, Builds using Mythical Greaves of Ill Omens item - Grim Dawn Builds
besides that’s it’s a single 9.8 entry a 9.7 aaand down memory lane times we go
so yea, seems fair to say they haven’t been used meta in a while
Proc sucks, and generally poor stats compared to other stuff. Like in what situation do Greaves of Ill Omen outshine Boots of Primordial Rage or even half assed rolls on Stoneplate greaves?
On the topic: Ujib is right, those boots are outdated and their skill bonuses are awkward. Not even once I looked at their direction while min-maxing dozens and dozens of builds.
I would love to use them on my Vitality EoR Oppressor but they lack just about everything apart from that Soulfire bonus. And you can cap Soulfire on Fire/Lightning without them.
why not add it to greaves of ill omen instead?
mainly puzzled because here there is a thread to alter the most underused pair of boots, meanwhile the most popular/stacked boots gets a “massive”(tbd) buff instead , why?
Despite the buffs I think that the boots are not competitive with the top tier of legendary boots, and certainly not with double rolled stoneplates or intrepids.
Much emphasis has been placed on the proc which has been granted damage approximating level 15 ill omen. I suggest going full “ill omen at home” and granting the proc 8-10% damage reduction, in line with other boots. Damage reduction on boots is offered in all elemental damage types as well as in vitality damage, so this addition wont expand the scope of dr on boots. However greaves of ill omens is a useful item for the very early stage of gearing in a build, before you might have farmed those more efficient items which provide stun res; similarly for damage reduction.
I think these boots could solidify their niche in this stage of gearing with this change.
is this really going to be enough to make them even remotely competitive tho?
Since most builds get around 15% DR “atleast” from other sources anyway
