It will be the same. Major characters for the main story with full VO, some with intros and flavor NPCs with no VO.
Budget hasn’t really changed for these things. 
Right now Grim Dawn is coming to XBone because Microsoft actually spoke with us, meanwhile Sony was flaky. Whether we do other console versions in the future remains to be seen.
