Where does it say that there will not be any level cap increase? If that’s the case, it’s a disappointment although I’m looking forward to the awesome-looking new content. I’m probably too concerned about efficiency that I stop playing my characters when they reach level 40 since I would be losing out on XP gain by leveling another character.

Yes, don’t do what I did… Already played over 500 hours and that was between b11-b20.
Don’t plan on playing for a while yet. I love this game, but I’ve gotten very annoyed by how long its taking… and I wasn’t even an early adopter.
I understand there is only so much a small team can do, but that doesn’t change the fact that by the time this game is released, there are many other games that will challenge for a gamer’s time…
Then wait, or don’t.
Honestly, I like that they are taking their time, trying to get it right. For me, it allows time to savor and anticipate what is coming. As well as give me time to perfect my builds, find more and more unqiues.

getting bored of this game? how is that even possible 
Well, I’m currently playing Incredible Adventures Of Van Helsing 2 as my personal ARPG fix and juggling some of my time watching Attack On Titan, lol.
I can’t say I’ll be back by B24 though, I’ll probably wait till release date or if anything significant gets added to the game, level and/or item-wise. I just feel like its a waste pouring time and exp on a pseudo-max leveled character that I believe I’ll be getting anyway if I play on the next difficulty.
But that’s just me. 
Sorry to disappoint you! Like I said, I understand that games take time, but in this industry if a game takes too long to develop, it will get passed by by other titles.
I definitely plan on returning, but seeing as how long it will be by the time this game is actually released, it may be a while. shrugs
Honestly don’t mean any offense or to seem like I’m trolling, just stating my opinion.
Fun fact:
Diablo 3’s development started in 2002-2005 with Blizzard North. Blizzard South then took over in 2006 and finally released Diablo 3 in 2012 after 3 revisions to the game due to it not satisfying Blizzard’s standards. According to this website.
Now the main Diablo 3 we know obviously took around 6 years to complete in which case I am certain that the team used concept art and other parts of the original Diablo 3 already started by the Blizzard North team.
And of course we all know that when Diablo 3 was released it was obviously not up to Blizzard’s standards because it was a piece of crap. So essentially you have a large team who took 6 years with help from previous years of work in order to release a rather bad game that took an expansion to kinda fix it.
Meanwhile other games kept on being released during Diablo 3’s development in which a lot of people kept worrying that these games would outshine Diablo 3. Yet when D3 was released a ton of people were suckered into buying a crappy unfinished game where most people still referred Diablo 3 still being in beta.
Compare this to Grim Dawn which started in what… 2010? Should the game release this year (in which case it will) that already makes the development time 1 year less then Failablo 3 with a smaller team, more content and features, and hopefully will be far more balanced and bug free then Blizzard’s standard of an Arpg.
Not ragging on you at all, just stating a few facts in that yes development takes awhile and in both cases short development or long development a game can come out good or come out as a terrible game that takes another 1-2 years to fix.

I too am taking a short hiatus until at least act 3 is completed. Playing with Le Hombre, a D2 mod from the Phrozen Keep. Its not finished but has 5 new acts(Normal), that can keep me busy in the mean time without repeating same area over and over. My last play time In GD was B23.
