the formula/something for APS was changed at some point, as i recall it was a visual change only, so GT might be reading the raw game data
there was a discrepancy in effective speed on a skill slotted to hotbar keys vs LMB/RMB, this was fixed, and at the same time the visual APS tooltip got lowered to reflect the real speed iirc
