Devotion shrines have all been activated on all difficulties so there is the same amount per difficulty now.
Ultimate Devotion shrines now give 2 points instead of 1 for players that just wanna play in ultimate.

I dont think you can change devotionpoints based on difficulty. In Assetmanager under database\records\interactive you find all devotionshrines listed ( for example devotionshrinea01.dbr). If you open these up you got Staticshrine Config where you can choose if shrines are locked on which difficulty, what you need to unlock them (under Requirements) and under Awards you can choose how much devotionpoints you get but there is only one option for all difficulties. You can choose which loot drops each difficulty and probably with some edits get different amounts of devotionpoints but i would not know how…
