How does the buffs work?

Hi All

I’ve got a question that bothers me from some time: how exacly does the buffs in GD work?

I will give you an example of my PRM Druid:

  1. I got PRM on my left mouse click
  2. I turn on maxed out Reckless Power
  3. My sheet DPS is increased
  4. I turn on my 1-point (+few from eq) IEE
  5. My DPS is the same

Why is that? Both skills give some flat dmg, IEE gives elemental that is the dmg type PRM is useing.
Is it only buffing my weapon? And becouse PRM is not useing weapon dmg than it give 0 DPS increase? Than why Reckless Power buffs that skill anyway while it is not clearly stated by the skill descrpition?
Is there a difference beetween buff types that I am not aware of?

Alot of questions for my first thread, I know. But I would greatly appriciate any help!

because its buff is not flat but a percentage

% buffs apply to everything (of the right damage type), flat damage applies to the (active) skill itself only, or to weapons only in case of buffs / passive skills
