I had a city of 1500+ inhabitants, and 4 second-level markets (16 workers) You don’t use level 2 markets?
What is your definition of “continuously stocked”?
In my current game my production has been so far insured by 2 shops (4 workers) for a town of 1000 villagers. I would have between 100 and 150 baskets in stock at all time.
My workers have a very good work rate, since willow is abundant and the storage next to the shops.
So 7 shops for 900 people really seems like a lot.
The author was refering to the basket shops, not the markets.
By the way, 4 markets for 1500+ inhabitants seems very little. Are all your houses in the radius of a market?
@twinpal is correct, I was talking about baset shops. But if you are interested I do use lvl 2 markets. Not realted though

What I mean is to produce enough baskets so that production is equal or greater than the amount consumed.

Oh sorry. For some reason Google Translator translates this word as a food store xD.
The number of shops does not depend on the number of inhabitants, but on the number of willows on the map. If you have enough willows for 7 stores, then everything is fine. You can always sell extra baskets for 10+ gold.
I had a city where there were 5 basket makers (10 workers) per 500 inhabitants. And there was also a city with 300 inhabitants where there was 1 basket maker (1 worker) because I had 1 willow bush on the map.
Actually Willow is accumulating in my inventory really fast so I got plenty.
So like it’s definitely a logictics probrem on my side.
At the moment i have a city of 450 people and 1 basket shop, 2 workers. There is always 30+ baskets. Have you tried putting the shops on different sides of the city?
My willow is stored only short walk from the shop.
This is the key: place the storage facility as close to the Basket Shop(s) as possible and then make it the only facility accepting Willow.
Since Basket Shops have no negative Desirability effects, you can put them right on the edge of the market/housing area to make it easier to take the Baskets to the markets.
By using this scheme of placement and storage, I’ve managed to keep 1000 population supplied with baskets with as few as 4 Basket Shops, 2 workers each.
Baskets cannot be stored in the market. Therefore, it is more correct to store willows in a storage facility that is closer to the willow bushes. And production buildings are closer to this storage facility.
In most cases, though, it is not practical to put storage facilities near the foragers gathering willow. On most of the maps I’ve experienced they are scattered all over the map rather than concentrated, so the only place where a storage facility is sure to be close enough to affect the production chain is near the basket shops.
Ok, so place the storage unit near the basket shop. I can already see how this is one of the probnlems.
