So, recently i decided it would be a good idea to pay more attention to double rares in the game and start stashing as many of them as possible, however I’ve been barely finding any at all. I’ve actually been finding far more legendary items than items with a rare prefix and suffix. Is this normal? I will say that i leveled this specific character by editing the xp value of the character, I also unlocked Ultimate using the same character editor, could this have had an impact and how so? However I’m not convinced that is the problem though since the amount of legendary and epic items i find are perfectly normal.

Short answer: 1 in thousands, for chances.
Also some double rares aren’t useful. Like if they boost different types of damage where it’s unlikely someone is playing a dual damage character who isn’t focused. I could be wrong on that as I still haven’t a level 100.
Double rares… not actually all that rare. Perhaps 1 per 2 hours or more common chaining roguelikes.
But thats ANY double rare. A lot of rare affixes aren’t universally desirable, or appear with a mismatch (ie aether/phys prefix with poison suffix) or on a less than useful base item. Finding a good double rare is welll… really rare!
And these used to be even rarer…
I applied the “show only double rares” filter and never saw one for a few days of play with my L100 character, including SR shard clears at 40-45.
