I am looking for Blueprint: Relic - Marauder’s Talisman which has an item level of 35.
My level is 85, where can I farm it?
Have you done the arkovian quest (where you have to piece together 3 scraps of paper) on all 3 difficulties? I think that’s the only way you’ll get it.
Maybe the slith isle quest for Kasparov has a chance to give it to you (or the one after that where he tests his theory on a crystal, can’t remember which).
Play in Normal, Veteran for a while and farm Gollus, the Deepdweller and Ragrathar Rageblood: these give 15% chance (highest possible % chance) to drop a blueprint from table B, which includes the blueprint you’re searching.

This works: i did it myself to get Squall Relic, which also happens to be from Table B, after i accidently lost all my blueprints.
I think the MI vendor in the Steps of Torment roguelike might have a chance of selling the blueprint.
Haruv or whatshisname sells relic bps in Steelcap after completeing a couple resistance quests. Easiest way. Just do a few scrap/scavenged vendor farming circles* and you got all the low-mid level relic blueprints you can dream of.
*jump homestead -> buy from isaiah-> buy from the fella upstairs (not the faction one) -> jump steelcap-> buy from haruv-> repeat
While that works for most low level blueprints, it doesn’t work for all.
When i lost all my blueprints, 1st thing i did was buy all those available @ vendors, so i did exactly what you said but with all of them, including the hidden one in Blood Grove. Unfortunately, some blueprints still eluded me and i had to resort to playing in Veteran for a bit but it worked. Squall blueprint was one of these, in my case: got it from Gollus, the Deepdweller.
The reason for Veteran difficulty is to remove items of higher levels from the pool of items that can drop, thus increasing the chances of getting what you need, plus it’s way faster since you can kill with ease.

The Vendor is called Hyram, and he sells (I think) all transcendent relic blueprints
While that is nice and all, if you’re missing some lower level blueprints, you are unable to craft transcendent and / or mythical, depending on the requirements of them.
In my case, i needed Squall relic to craft Doom mythical relic: i suspect OP is in a similar situation with Marauder’s Talisman relic and he needs it to craft a higher level relic.
Since going through all vendors wasn’t working, i resorted to play in Veteran for a bit and it took about 6 or 7 runs to get Squall’s relic: i may have been lucky, dunno.
I currently have more lower level blueprints then i had before losing all blueprints, but i have a lot of mythical blueprints that i’m still missing, that i had before: amulets and Heads are the most affected, currently.
