At earliest you can get it by resetting Agarrad in Port Valbury by running along the yellow line back and forth Farming Routes/Farming Guides Compilation - #62 by tqFan
It can take some time, an hour for example, so don’t give up. It’s rarer than other relics. Alternatively Vinelton (Ancient Grove) or Hyram (Steelcap District). Imo it’s worth it. I’ve done it 2-3 times already.
