Today when logging in, my 2 hunters lodge are now unable to hunt at all. Can’t toggle production, its greyed out, have plenty of available labour.

You must have halted production on one of the hunter cabin products, ex. tallow.
Correct. Thank you, it does make little sense to cancel all production if you limit the production of say, traps, in order to not use your steel.

You limited the production of just traps and it halted the cabin?
Traps should have their production limits disabled since they are not stored in town. You can control how many traps a hunter maintains with the slider at the top.
