I have managed to killed Avatar of Mogdrogen in Elite but Epic version shoulder piece is dropped

Hi all,

I have managed to defeat Avatar of Mogdrogen in Elite (I still don’t have the courage to fight him in Ultimate yet). However, he only drops the Epic version of the shoulder piece. According to the wikia, he will also drop legendary version in Elite. Why does that happens? Is there something I have missed?

Quick gander at the Grimtools entry says different:
