Not exactly sure what you mean, but I have found the people (and, it seems to me, the wagons) move faster on cobbled roads. It tends to be a good improvement.
Performance increase for the game, so it is less lagging … so build cobbled roads 
But there is still the walls destroy or build problem with a 6 seconds freeze.
I had like 1 fps with my pop 700 settlement. I deleted all streets and killed all people. No big difference. I can’t tell for sure but I doubt that there is a reproduceable connection.
Some people say you can improve the performance of your PC if you totally remove all roads.
