Anywhere. There’s no specific location where you can find an item, unless it’s an MI, which Inferno is not.

I think Hyram only sells Transcendent relic BP’s and Inferno is Empowered. So I don’t think you can buy it from that dude.
Once you hit honored with devil’s crossing, kasparov will give you a quest that gives a random blueprint. You should be able to get Inferno via that, if you don’t get it just by killing shit indiscriminately.
and one can go back and do the quest on earlier difficulties too, if one reach honor in Elite or Ultimate.
Recommend you make Gollus’ and Ragrathar Rageblood runs in Veteran difficulty, so that you rule out other stuff from the drop tables that should drop only in higher difficulties. There are other bosses that drop them but those with best odds are these two.
This will make it allot faster to perform. I actually got Squall relic that way after i messed up with my saves and lost all my blueprints.
