Like i said, i think it´s would be a good idea, if the game could have some movement skills. Like there was in Path of Exile, or Diablo 2. That´s would do the leveling experiencie in those large maps, in this extensive game, much more faster, and funny. I mean…, the idea is, do some skills, like brutal charge, that´s could be activate without click on a enemy. Only clicking on a place and instant moving to that place in a charge. Or some new skills on Archanist, like the teleport skill of the sorceress in d2. This would be pretty better to enjoy the leveling experience or just the gameplay experience in this game. That what i think.
Path of Exile’s movement skills are mediocre at best, the only one that was ever worth anything imo was the blade dive and I think they nerfed it.
D2 only had the sorcs teleport, which leaves you with one choice if you want a mobile character.
The same thing would apply in GD if this were to be done. Medierra already specifically stated in the past he didn’t want to implement a pure teleport skill because of this. If Arcanist has a teleport skill, then it becomes almost mandatory to play as an arcanist simply because of the mobility of that class.
I do think different movement skills for each class would be interesting. A new way to avoid damage without having simply to walk away. Currently, the Nightblade has Shadow Strike and he is the only one with such a movement skill
What the OP is asking for is a skill that doesn’t need a target.
Aside from that, Nightblade is not the only class with such a skill. Soldier has Blitz which is very similar to Shadow Strike, and there are also the Riftstone component and Alkamos’ Scythe which grant similar skills.

You can give arcanist teleportation and then implement an item like old Enigma that can give all the other classes the same ability.

Make every class (or at least 3/6) have a different movement skill, maybe adding a transmuter to existing “movement” skills like SS (called Shadow Step or something?) that massively nerf/negate altogether these skills’damage, but that also eliminate cooldown and the necessity of a target.
Heck, just add a transmuter to SS and Blitz, give teleport (that doesn’t have to be “true” teleportation, but just a fast stepping skill with a fancy effect to avoid coding/design issues), make/add some items/prefix that give those skills (maybe a nerfed version, but just to avoid disadvantaging heavily some classes combo) and we’re set.
Balance these with huge energy cost, or major drawbacks (when used, Teleport will make the user suffer a 100% increased physical damage for 1 sec, etc etc) to make these skills efficiently usable only on high levels.
This game NEED something like this (especially casters).
