I’m trying to have all five inventory bags granted to the player as a quest reward, just like the old smash n’ grab. I’d prefer them given to the player after finishing the first Burial Hill quest but water pump is fine too.
I’ve looked through smash n’ grab and am still not sure what records I need to be looking at to make it happen.

is what you are looking for, just add 5 of them as quest reward to any desired quest u want normally with quest editor
also u can just use FG merit token to get all bags unlocked 
you can check base game quest to see how the bag is granted, for example
resources\quests\gdareac\mq_cullingtheswarm.qst
grants one bag
also i believe that quest to finish burial hill is
resources\quests\mq_wakingtomisery.qst
im not 100% sure here but it should be it, so that should be the one where u add the quest reward

I got a funny story to that topic. After I had a level 77 paladin that played through normal campaign + dlc’s I created a new class that I wanted to start in elite with, and gave him a merit. Then I noticed that my new char had MORE inventory space than my highest level one :'D Hasn’t been changed since.
