I know you get 5 inventory bags total but I just started Elite difficulty with my second character and completed the “And Not A Drop to Drink” quest but was not awarded another bag…I still only have the four. Is this normal, I cant remember when I got my fifth bag on my first character.
That quest doesn’t give an extra bag on Elite and Ultimate.
Ah ok, I could not find anything on it, everything just says it awards an additional inventory bag, does not specify the difficulty. Is the last bag given during the “Clearing the Way” quest?
You mean the quest to blow up that blocked gate for the Rovers? Yes, that quest will give an extra bag on all difficulties.

No you can’t, they are obtained through quest.
