Is CDR afecting Devotions recharge?

So is CDR affection devotions recharge? I’m asking as for example the Tree of Life proc Healing Rain without CDR shows 12s skill recharge; with an 17% CDR offhand it shows 10s skill recharge. Is it really affected or it is a display bug?

To tack on a question, do the X second Skill Recharge procs (examples: Markovian’s set bonus, Belgothian’s Carnage relic) have any effect on the cooldowns of Devotion skills and/or item Granted skills?

Carnage only applies to active skills.
